The municipality of Albugnano, in the province of Asti, participates in the initiative “1 Euro Houses”. In Albugnano they want to promote the territory and counter the abandonment and depopulation of the country. They expect many local residents will participate to the project and make the houses available for purchase.

Getting to know Albugnano
The small town of Albugnano is located on the highest hill in the area. The balcony of Monferrato is defined for the wonderful view towards the Alps and towards the whole of Piedmont. The territory is partly wooded and partly cultivated with vineyards that produce excellent wine, thanks to the tuffaceous and ferrous soil. It gives its name to a small DOC production made from Nebbiolo grapes.
The territory of Albugnano, already inhabited in Roman times, was for centuries a fief of the Canons of Vezzolano. The castle, which stood on top of the fortress, around which the village developed, was destroyed by the French in the 15th century. Where once stood the Castle of Albugnano,you can enjoy a splendid view of the hills of Asti and catch a glimpse of the Basilica of Superga.
The delightful village of Albugnano covers an area of 950 hectares, populated by about 500 inhabitants; it is just over 30 km from the provincial capital, Asti, and from the regional one, Turin.
Piedmontese gastronomy
The Albugnesi of the past centuries have handed down some culinary recipes:
- “ciape”: slices of pears, apples and plums dried in the sun or in the oven;
- the “sauce of the friars”: mixture of honey, walnut oil, cider vinegar and celery juice with aphrodisiac effects;
- the “tincture of the friars”: infusion of herbs used for digestive herbal teas, as a thirst quenching agent and as a remedy against rheumatic pains;
- the “mash of the canons of Vezzolano”: made with champignons and wild spinach;
- the “bagna cauda of friendship”: consumed in the table of the friars and considered as a dish around which all discords can be smoothed out, especially if it is watered by a good glass of wine.

The 1 Euro Houses Project in Albugnano
In its call, the administration promotes the initiative as follows:
“There are unused properties in the territory, sometimes dilapidated and degraded, which weigh on the owners by virtue of the costs related to taxes, sales difficulties and the complex dynamics related to the management of ordinary maintenance.”
“The Municipality will activate a procedure to verify and acquire the availability by the owners (valid for three years), to the sale at a symbolic price of the aforementioned buildings to individuals, agencies, companies or associations available to invest in a project of recovery and enhancement of the territory. The forms useful for the manifestation of availability for free transfer is available: the appropriate application will be published on the Praetorian Register and on the website of the Municipality of Albugnano, as well as on a dedicated website.”
Requirements for sellers and buyers
Currently, the municipality is in the first phase of the project, which means there is no purchase availability at the moment. Buyers must:
- Express their willingness to join the public initiative called “Case a 1 euro” approved by the Municipality of Albugnano;
- Declare that you meet the eligibility requirements provided for by the guidelines approved by the Municipality that;
- Express the will to acquire the property, marked with the n. in the “Showcase of 1 euro houses”, at the symbolic price of € 1.00 (one euro) and which, adhering to the request of the private owner, undertakes and undertakes to bear and / or reimburse the expenses incurred by him during the period of making the property available to the Municipality (taxes and duties, local and state), as well as expenses, none excluded, in any case related to the regular transfer of ownership of the property (notarial, fiscal, voltura, succession, even late, any building sanatoriums etc.);
- Declare that, in accordance with the indications of the guidelines and your investment project, the property thus purchased will be destined according to the following priority:
- Housing for young couples or disadvantaged families;
- Homes for individuals and / or families;
- Homes for tourist purposes (Second holiday homes);
- Tourist-accommodation facilities (B &B, Albergo diffuso, etc.etc.);
- Rooms for shops and / or craft workshops.
- It undertakes to complete the stipulation of the contract of sale with the private seller within n.2 (two) months from the approval of the acts of assignment, and any ranking, by the Municipality, unless extensions duly motivated and authorized by the Municipality under penalty of forfeiture of the benefit;
- It undertakes to prepare and deposit with the competent Office of the Municipality the project for the restructuring, restoration, conservative restoration and / or restructuring and redevelopment of the acquired property, in accordance with the current regulations of the time and according to the chosen destination, no later than n.3 (three) months from the stipulation of the contract of sale with the seller, unless extensions duly justified and authorized by the Municipality under penalty of forfeiture of the benefit;
- It is obliged to start the works no later than n.2 (two) months from the issuance of the building permit, or equivalent act according to the law, and to complete them no later than the term of n.3 (three) years from the start of the works, unless extensions duly justified and authorized by the Municipality under penalty of forfeiture of the benefit
- It undertakes to stipulate a special surety policy in favor of the Municipality of Albugnano of the minimum amount of € 5,000.00 (FIVE THOUSAND) valid for n.3 years, and renewable.
